iPhone will not be available for pre-sold

Why do they care if any iPhone are presold or not? It doesn't make sense to me?

Also, why does Apple set the price? Can't the individual retailers set the price?

Also, will there be any discount or rebate when getting phone service with the iPhone. Many phones have a huge rebate or even full rebate when you buy them with one or two years of service.
